Dr. Harper was born in South Carolina in 1937, and grew up in Athens, Georgia. He is a graduate of the University of Georgia and the Medical College of Georgia. He interned at the University Hospital of the University of Alabama School of Medicine in Birmingham. Following three years of training in General Surgery, he completed the required three years of training in Plastic and Reconstructive Surgery at Baylor College of Medicine in Houston, Texas in 1971.

Following satisfactory completion of written and oral examinations and submission of appropriate case reports, Dr. Harper was certified by the American Board of Plastic Surgery in 1973. He is an active member of the American Society of Plastic Surgeons. Active membership in that organization requires Board Certification, a program of continuing medical education in plastic surgery, and maintenance of ethical practice standards. He is a past President of the Tennessee Society of Plastic Surgeons.

Dr. Harper is married to The Rev. Canon Barbara Anne Harper, who serves at the Episcopal Church of the Ascension in Knoxville, TN. Together they have four children and seven grandchildren.
